Good tenant Bad tenant lists.

When I first saw the offer to join this Association, I read somewhere that there was a list of both good and bad tenants. I am still reading the categories listed here but have not seen this supposed list. Can someone help me to find out if there is one and where to go to get into it. Thanks.
